Meeting to make Howard a county in 1837

Gov. George Howard (1789-1846) of "Waverly" was selected to chair the group of residents including Nath’l. H. Ellicott, Andrew Ellicott, Edward Gray, Thomas B. Dorsey, Chas. D. Warfield and Gustavus Warfield to "partition off the upper section" of Anne-Arundel county into a separate county.  The meeting was held at Deborah Disney's Hotel in Ellicott's mills.  Howard District was created in 1839, but not made a county until 1851.  The current court house was built in 1841.  The name Howard was to honor Gov. George Howard's father, Revolutionary War hero Col. John Eager Howard (1752-1827, also a governor when George was born) and landowner in Baltimore and Howard County.

Maryland Gazette  Feb 23, 1837 --

Ellicott’s Mills, Feb 18th, 1837
Agreeably to notice, a meeting of the citizens of the upper section of Anne-Arundel county, was held this day at Mrs. Disney’s Hotel,

to take into consideration the propriety of memorializing the Legislature of Maryland to partition off the upper section of said county into a separate county.  The meeting was organized by appointing Gov. Howard Chairman, and George Cooke, Secretary.

After the grounds for the necessity of this measure were freely and fully discussed and explained, the following resolutions were unanimously adopted:

Resolved, That in conformity with the desire made to this meeting by several respectable citizens present, and residing in the same, that the territory embraced in the bend of the Patapsco Falls at Ellicott’s Mills from its upper to its lower termination be included within the limits of the proposed new county, this meeting would consider the said territory as a valuable acquisition thereto, and the more particularly, when it is known that the position o a portion of the same constitutes a part of the village of “Ellicott’s Mills,” and would therefore gladly receive and embrace it within the limits of the proposed new county.

Resolved, That the chair appoint a committee to prepare a memorial to the Legislature to embrace the above objects, to be presented to the general meeting of the citizens for their consideration, to be held at this place on Saturday next the 25th inst.

The chair in conformity thereto, appointed the following committee – Geo. Howard, Thos. B. Dorsey, Nath’l. H. Ellicott, Edward Gray, Allen Thomas, George Cooke, Gustavus Warfield, Andrew Ellicott, Chas. D. Warfield.

Resolved, That this meeting stands adjourned to Saturday next the 25th inst. At 12 o’clock.

Resolved.  That the newspapers in the city of Baltimore be requested to publish the above proceedings.

Geo. Howard, Chairman.
Geo. Cooke, Sec’y.
